From the Peru Tribune:
Q: Is it OK to place newspapers in mailboxes attached to a home because they aren’t “official” mailboxes?
A: No, that’s not legal.
I checked with the newspaper industry’s preeminent expert on all things postal – Max Heath, National Newspaper Association postal chairman and postal consultant for the Publishing Group of America and Landmark Community Newspapers.
He said newspapers can be placed in a mailbox only on Sundays and only on rural paper routes.
