From the Herald-Republican (Angola):

Q: Is it OK to send annual requests to government agencies for notification of meetings via email? Or does it have to go through the U.S. Postal Service to meet requirements of the Open Door Law?

A: While the statute specifies that the public agency can give you notice by mail, email or fax, the law says “deliver by Jan. 1 an annual written request” for the newspaper requirement to ask the public agency for notice.

I’d mail or hand-deliver the request to be safe.
