From the Pilot News (Plymouth):

Q: If a nonprofit organization signs a contract with a city – or in this case is negotiating a contract renewal – are the organization’s minutes public record?

The Blueberry Festival confirmed it is in negotiations but won’t tell us anything else. The contract was presented at their last meeting.

A: Contracting with the city doesn’t make the nonprofit subject to state public access laws. So its minutes are not public record. You’ll have to get the documents from the city.
