From The Michigan City News-Dispatch:

Q: We are being told that to qualify for the new postal lower rates we’d have to set up a CAPS account where the post office would require us to deposit an initial amount of $2,000 with them and allow them to automatically withdraw from our bank account to the CAPS account and that the lower rates would show up as a rebate to the CAPS account at the end of the year. Is that correct?

A: There is no requirement to establish a CAPS account. It is at the mailer’s option, and the post office must be a PostalOne! (U.S. Postal Service postage payment electronic software system) office.

The requesting office likely is a PostalOne! office, but what you were told is way off base.
