Q: Can the Clarks­ville city council force people to sign a registration sheet as a condition for attending its meetings?

A: The council can pass around a sign-in sheet and ask people attending to sign, but they do not have the authority to evict someone who refuses to sign.

The Open Door Law establishes the public’s right to observe and record public meetings of governing bodies, and it doesn’t include it prerequisites to enjoy that right. (See IC 5-14-1.5-3)
