From the Carroll County Comet:

Q: What is the code for police/juvenile records that we should be able to access?

A: The code for the daily log requirement for police agencies is found in the Access to Public Records Act at IC 5-14-3-5.

IC 31-39-3-2 sets out what must be made available from police in matters of juvenile delinquency. IC 31-39-3-3 prevents secret incarcerations of children by making detention records available for inspection and copying.

IC 31-39-4-8 gives the police the discretion to make more information available to “persons having a legitimate interest in the work” of the police agency, which would include the press.
