Q: Does Indiana law prevent a state agency from prepaying for public notice newspaper advertising?

A: Yes. IC 4-13-2-20(a) prohibits advance payment except for some exceptions or when approved by the budget agency. Public notice advertising isn’t in the list of exceptions.
