Q: Can newspapers charge a public notice or legal display advertising fee for typesetting?

A: If the public notice advertisement is one that falls under the rate structure set by law (notices paid for by state or local government) you are limited to that maximum rate. If it is a public notice paid for by a private party, such as notices of estate administration or mortgage foreclosures (also known as sheriff’s sales) you set the rate.
