From The Mail-Journal (Milford):

Q: Does a web-only publication qualify as a member of the media that’s required to receive notification of meetings?

A: As of 2012, a web-only publication doesn’t fit the “news media” definition found at IC 5-14-1.5-2(j) in the Open Door Law.

So a public agency would not be required to give such publications 48 hours notice of meetings that newspapers receive.
