From The News and Tribune (New Albany):

Q: Are Urban Enterprise Zone Association board meetings open to the public? There’s one that involves a financial issue, and I’m trying to determine if I can attend it.

A: I believe that Urban Enterprise Zones are established by state law. So their boards would be subject to the Open Door Law.

You should be able to attend all of their meetings except for executive sessions of the governing body.
