From Vevay Reveille-Enterprise and Switzerland County Democrat (Vevay):

Q: The newspaper received notice of a meeting at 2 p.m. Tuesday for an 8 a.m. Thursday meeting. Does this comply with the 48-hours requirement of the Open Door Law?

A: The 48 hours run from when the newspaper receives the notice, not when the governing body decides to hold a meeting. So the notice falls six hours short of the required 48 hours.
